I can't think of a reason why that error would occur, offhand.  I've
been using 20.4 or pretests since the Java work started; I can't
really remember using 20.3.1 for stub generation.  Alas, it's probably
easier for both of us if you try an upgrade than it is to describe how
to debug it.
