The users and contributors (and the people you get to sign up to help you) are called stake holders. While there is no monitory commitment from them, they still have an interest in what happens to the archive and as such *must* be consulted. If you don't want stake holders there is a very easy way to get rid of them, then no-one will ask you to explain yourself.
