I completely agree and thought that might have been understood by my 
comment.  I commented because Juergen didn't imply any choice here.

This might also even be true with the romantic symphony for full 
orchestra example which might be played by an amateur orchestra.  The 
orchestra I play with has often enough played with less than the full 
number of wind players by doing a slight variation on the composer's 
intention.
