True, but that's a decision to be made by the user.  In some cases 
(mostly
wind band and musicals, in my experience) these cue notes are useful; in
other cases (say, a Romantic symphony for full orchestra) those cue 
notes would
not be good.  We should let the user/publisher decide for themselves.
