That would fit the general naming convention within gnu.org. We could
also allow posting by subscribes only. That would get rid of all spam
and virus mails. People who want to ask for help or report bugs
shouldn't use grub-devel so that won't be a problem.

I'm not sure but IIRC you can change names without losing history if
you've access to the repository itself. It's not possible with normal
cvs commands, but if you ask the savannah people they can probably do
it.
