Try this:
In your ~/.ssh/config file put the lines
savannah.gnu.org
Protocol 2
PreferredAuthentications publickey
port 443
Of course, this depends upon the savannah people having opened up port
443 and getting the ssh daemon to be listening there. But as they're
using the same fqdn for the web site, I rather doubt that they've done
this.
