so like...

Access Level 0 = no access (banned)
Access Level 1 = access
etc...and you could mix and match the masks like with the current +s umode so 
like to make someone get auto opped but not be able to kick people you'd give 
them an access level of 7 which would be level 1 (access) + level 2 (auto) + 
level 4 (op) yeah?
