I know a fair bit about the way ChanServs' access levels work.

Yeah I agree it is alot more powerful if it's done right for example you can 
give someone ops but not let them kick people or give someone voice and allow 
them to kick people like halfops but without the halfop thing...makes for a 
much finer grain of control over what people can and cannot do :)

LOL sorry....it's this web-based client I'm using while I'm at work..it works 
*most of the time* but sometimes says "Couldn't send message" so I send it 
again only to find that it lied to me and did send it!! :)
