The northeners are the only faction that I can think of that lack several level 3 units. When playing an Age of Heroes multiplayer game, not having a level 3 upgrade becomes an issue because any experience a level 2 Orcish Crossbowman gets is a waste.
I am sorry, but I will never accept Age of Heroes as an argument for adding another level to a unit line.
