It's not supposed to.  It's supposed to try -R, and add it only if it
worked.

Thanks for checking this.  Did you try using -R yourself; or did you
try patching Autoconf, using it to generate "configure", running
"configure", and seeing whether "configure" added -R?  If the former,
we should be OK; if the latter, we have a problem.
