Some more minor updates, and comments welcome.

What changed from last iteraion: (1) added English term "prefix
argument"; (2) fixed phrasing, such that commands _interpret_, not
_explain_, prefix arguments; (3) fixed the write-file message to have no
ellipses in order to align with the source code at src/fileio.c:5541 in
current emacs-29 branch (fe8efbb8f75).

I will wait 1-2 more days before claiming this patchset finished.  The
attachments below are a diff file between previous iteration (v5) and
current iteration (v6), and a complete patch file based on current
emacs-29 branch (fe8efbb8f75).
