Hmm, very strange.

Please test if you have /usr/lib/pkgconfig/gnome-doc-utils.pc

If no reinstall the package, otherwise type:

pkg-config --exists --print-errors "gnome-doc-utils >= 0.3.2"

What is the error message?

You should also find this line in config.log:
grep gnome-doc-utils config.log
