The goal is to define a more 'automatic' procedure to update and synchronize
the PO files. Now we are doing it by hand, with the 'diff' command.

IMHO forcing us to work with a POT file will do our work easier only if it
make the synchronization process easier. Else we will have to update one more
file (the POT) by hand.

The 'msgcmp' command compares message catalog and template
The 'msgmerge' command seems not take care of adding the comments.

See man pages:

msgattrib Attribute matching and manipulation on message catalog
  msgcat Combines several message catalogs
msgcmp Compare message catalog and template
  msgcomm Match two message catalogs
msgconv Character set conversion for message catalog
  msgen Create English message catalog
msgexec Process translations of message catalog
msgfilter Edit translations of message catalog
msgfmt Compile message catalog to binary format
msggrep Pattern matching on message catalog
  msginit Initialize a message catalog
msgmerge Merge message catalog and template
msgunfmt Uncompile message catalog from binary format
msguniq Unify duplicate translations in message catalog

Note: We can not add every msgid reference to the source code due to we do not
get the PO or POT file automatically, due to the 'xgettext' command is not
able to process the Smarty templates we are using.

I attach POT files which I have got setting empty the msgid's:
  messages.pot
  nationalities.pot

I have being playing with some commands:

 msgcmp messages.po messages.pot

You could try to use msgmerge to add/delete/update the msgid's of the Italian
PO file:

 msgmerge --no-wrap --output-file=messages.updated.po messages.po messages.pot

Maybe we will have to edit by hand the result of that command to get the final
desired result.

We can do this 'experiment' to see if it will do our work easier. We could use
what we learn now when we do the next translations update.
