What part of "This is an open source project, that has no backing, funding, or otherwise any form of external management or motivation" do you not understand?

I did not say the previous letter to be smug, or otherwise superior. I am stating it as very finely reduced ipso facto. If you know that:

(1) the developers of GNUstep develop this on their own spare time, and have been doing so, for over 20 years at this point
(2) that the developers are focusing their efforts on what they can most effectively budget their time within
(3) that the developers are in addition to budgeting time, are budgeting their focus on what they feel (subjective) is a well defined effort (the APIs, which have known documentation, and can thus be targeted reasonably well, other factors not withstanding.)

Then, why are you bitching and whining? Listen to me very closely now, because you seem to miss the huge massive point in all of this:

"Yes, the GNUstep developers have heard your plea, and the pleas of many others, over many years. They understand your plight. They do listen. However, given what resources that are had, it is best felt to concentrate GNUstep to implementing the APIs." 

Other developers have taken on trying to build a full environment, e.g. Etoile. But even they have lives.

So my original statement still stands, your bitching and whining sounds like the petulant cries of a small boy having a tantrum. You will not contribute to this project; make it any better for those who might use it. If you were interested in doing so, your attitude would be diametrically opposed to the one you are projecting, now. 

So please, reconsider what i've said, in the most pragmatic sense: You have a few choices:

(1) con someone else into making what you want.
(2) wait for someone else to make what you want.
(3) make what you want.
(4) go somewhere else.

I will not comment on this matter further, as my views have been made plain, and any further argument would be counterproductive.

You can keep your patronising, smug and superior "there is no argument
here". Yes, there *is* argument here. If I want to buy a house, or a
car, or a hi-fi, I am perfectly within my rights to criticise the
design of existing houses, cars or hifis; I do not need to be able to
build one myself to point out the flaws in existing units.

I am a technical writer and journalist, with a sideline in
consultancy. I test and evaluate computer systems, especially
software, and write about my discoveries for others to read.

I have tried to install and built GNUstep environments more times than
I can remember now. I have built them out of Ubuntu packages from the
Ubuntu  repositories. GS ignores this, but that is how people try out
Linux desktops in the real world. The result is appalling, barely
works and crashes every few minutes. It works like an alpha version
assembled by a couple of amateurs or students in their spare time in a
few months, not the end result of decades of work.

I came here to talk about this. I was told I was doing it all wrong
and that those packages were out of date.

So, I tried again using Philippe Roussel's packages.

I had to throw away my test build and start over 4 times before I got
it working, using Saucy, Raring, Quantal and finally Precise.

It works a little better, but core functionality is still missing.

And now, in the usual condescending fashion of developers everywhere,
you tell us that if we don't like it to fix it ourselves.

Well, no, that is not how it works. I am not a programmer; I have not
programmed since the 1980s and do not wish to relearn now.

What I am, though, is someone who evaluates and judges and compares
OSes, desktops and Linux packages for a living.

When I say GNUstep is badly lacking, a useful response is not "well go
fix it then", it is, "oh dear, tell us more, what needs fixing?"
