FYI, the LibreOffice manual ("Help") is more than twice the size of the Emacs manual, and has been translated in a few dozen languages.Is it written in Texinfo?
Of course not. The "master" (English) file is written in XML, and PO is used for the translations.
Does it reference other manuals?
No, AFAIK it is self-contained.
How does LibreOffice decide in which language to display the manual?
LibreOffice is fully localized. Its UI elements and Help are displayed in the language specified in the LC_ALL or LANG environment variable.
