So:
# gpsctl -s 38400

The F9P has integrated USB, no USB to serial converter involved. So
no serial port to change the speed of.

That works too, on a serial port, not an integrated USB port.

The driver is pretending it has a speed so as not to confuse older programs
that do not understand.
