As Sven said, I don't see any conflict between having a peer-reviewed
journal and putting it on the web. Whoever is editor can choose, say, 5
reviewers, and they can review the paper just like a regular journal, if a
peer-reviewed journal is what's wanted. But I think a print journal is too
expensive and too much hassle for such a young community. Look at how much
trouble Evolutionary Computation and Artificial Life have had, even with
the backing of MIT Press.
If someone wants to take on the editorship of a web-based journal, great.
