At that time, people thought that it would it help.  I don't think
this is a reasonable assumption.  It leads to a bizarre situation: Our
laws assume that all Germans would suddenly fall back to Nazims when
they are exposed to Nazi propaganda (hence strict censorship of Nazi
material), and yet our lawmakers give more and more power to law
enforcement and some government agencies, making sure that after a
coup d'etat, all the necessary surveillance tools to track dissidents
are already in place.
