New versions of Tcl/Tk complicate initialization of an embedded
interpreter.  We ended up adding --with-tclscriptdir and
--with-tkscriptdir to allow explicit configure-time specification of
these paths.  The former should be the directory of init.tcl and the
latter should be the directory of tk.tcl.
